Is condition a custom item specific for your category? If not, you need to make it say exactly what eBay will accept. i.e., if you're in apparel, you need to input "New: With Tags" without the quotes. It's case sensitive and requires the colon.

Sometimes eBay, for inexplicable reasons, removes the Condition field from a category. This came up in some electronics categories while we were hosting Catalyst and I pointed it out to one of the eBay executives. That case was quickly resolved, but there are still various issues like this that come up from time to time when they remove the Condition field from the category. Until they re-add it and we can get that data from them that it's now allowed again, there's nothing we can really do about it.
On the good news side, there is a plan for eBay to remove the condition from the item specifics and just make it a common universal element across the entire site. When that happens we won't have this problem anymore because it will no longer require them to keep the mappings in place -- removing it after it becomes a universal element would be like removing title or shipping costs. We don't see those disappear from categories and then reappear later. I don't have a date on that change but I'm eager to update our systems because of the inconvenience that comes up in situations like this.
